Prime is a character clearly derivative of the original Captain Marvel, with the whole "kid in an overgrown adult superhero body" shtick. I got a kick out of exaggerating a stylish hairdo for him, based on the Norm Breyfogle character design. I reckon the copyright belongs to Marvel now since they gobbled up Malibu Comics years ago, eliminating another rival from the comic book battlefield. Whether or not Prime will ever again see the light of day in publication or adaptation is anybody's guess. Some fans see increased value in the character with the recent attention given to Captain Marvel (SHAZAM).
